Preserving the Unity of Iraq.
- Directly linked to neighbouring countries refraining from all forms of interference in the internal affairs of Iraq and upon their recognising the independence, sovereignty, territorial integrity and desire of the Iraqi people to build their own – socially, politically and economically independent – constitutional system for the country.
- Linked to all concerned demonstrating responsibility in helping facilitate and support the work of the democratic organisations within Iraqi’s civil society as an essential part of the development of a new democratic Iraq.
- Linked to support for future programmes for democratic organisations within Iraqi civil society for the promotion of the constitutional state and the fundamental human rights of the Iraqi people.
- Linked to active prevention of any efforts, either from within or from outside the country, aimed at trying to create division within Iraq.
Ending of Occupation
Ending the occupation of Iraq through dialogue with all concerned or affected parties.
Establishment of a Constitutional State
Therealisation of a national, free and democratic constitutional state.
Security and Order
Restoration ofsecurity and order.
- Linked to the disbanding of all militias and in this connection linked with the reconstruction of the army, the police and other security services in accordance with the requirements of a modern state.
- Linked to the recognition and observance of international human rights conventions in order to combat human rights violations.
- Linked to the condemnation of all forms of terrorism and acts of violence against the Iraqi civilian population.
Transformation of Iraq
Establishment of a politically and economically independent state.
- Linked to Iraqi national wealth being used only for the benefit of the Iraqi people and for the development of the Iraqi national economy.
- Linked to the development and implementation of a diversified market economy, supported in particular by the following sectors:
- Services.
- Industry.
- Agriculture.

- Linked to the ending of unemployment through the creation of jobs, particularly in the service, industry, agriculture and construction sectors.
Construction and Housing
Having a place to live is a basic human need. Good standards of living and orderly, functioning towns and cities are of crucial importance for the quality of life of the Iraqi people. They also contribute significantly to the creation of a good social climate in Iraq. To bring an end to the housing shortage in Iraq, the provision of investment capital and in particular of all the needed building materials is absolutely essential.

The construction of schoolsand universities to meet the needs in education and training and increased investment in research and development of the country.
