TO LISTEN TO ONE ANOTHER - after the example of the European Union (EU):
For it gives between people and countries comparably to orchestra an amazing analogy. Hierarchy, power and intrigues are on both sides at the order of the day. But however does a melodious unit develop from discordant tension?
This question came up also for the president of the IAU - who has itself made this experience as an university teacher at the university and as a former Minister and deputy prime minister of Iraq - and shows for the IAU President, what the international partnership and each single country for itself can simply learn of good orchestras.
For example conflicts, differences of opinion and interpersonal animosities in orchestras should not be suppressed or denied, but it rather should be expedited in all candor in the mutual respect. And it counts: Co-determination and consens boosts not only creativity and innovation, but rather the chance of the Iraq on a future in peace and freedom. We must set all on to use this chance - above all also out of the economic view and with view of a future wise conception of Iraq as an economy nation, culture nation and country nation, after that all citizen of Iraq independent of their ethnic origin and their native tongue could live together in a free will decision - with a strongly connecting solidarity and identity feeling in a political system with the motto and slogan to inwardly and also outward: to listen to one another - talk to one another - to act together .
Barroso calls Europe to larger engagement in Iraq

»The Europeans are called to contribute to a stable and democratic Iraq - equal whether military, politically or economically. All other would be "an encouragement for the international terrorism. We must overcome entirely the split of the western partnership, to which the Iraq crisis had led.«

Iraq: economic policy and rehabilitation

"Ladies and Gentleman,
today, after years of suppression and bondage, the people in Iraq have in spite of all existing difficulties a chance on a future in peace and freedom. We must set all on that to use this chance.
What means that out of a political visibility:
- The committee welcomes the strategy proposed by the commission for an engagement in Iraq and demands all participants up to support the transformation of Iraq into a diversified market economy.
- The acceptance by the WTO includes a dispositive step on integration of the Iraq into the international economy. For this the corresponding structures in economy and administration must be created however.
- The United Nations will have a leading roll on the coordination of the reconstruction.
- With its petroleum occurrence, Iraq controls many natural resources. The resumption of the oil and natural gas trade lies also in our interest and will deliver a considerable contribution to the security of our energy supply system. It is therefore for both sides important, that also in the energy sector the legal specifications are adjusted and appropriate prerequisites are created for investments. The proceeds, however must become invest again in Iraq, otherwise a persistent reconstruction is not conceivable.
- We need a close collaboration of the involved partners, what concerns international finance aids or a debt relief.
- We need a close regional collaboration of Iraq with its neighbors, for only so a fruitful climate can emerge for investments in the total region.
