"It would be neither appropriated nor suitable if the government of the United States of itself from a programme sketched to carry out the economic rebuilding of Iraq.
This is a thing of the world community and Iraq. I think, therefore, the initiative must go out from Iraq in close contact with the international community.
The role of the IAU should consist in promoting the draught of such a programme friendly and in supporting later this programme, as far as this is practicable for the IAU.
The programme should be a common one, agreed by some, if not all G8 states.“
